Replacing my Hella horn :( S40 1997

I know this is a late response, but if you didn't figure out the problem in the last 3 weeks, here's a possible solution.
You mentioned checking the continuity of the old horn.
Did you check for voltage in the wires going to the horn?
If there's no voltage, it could be a bad switch, relay or fuse.
Are there 2 horns on the car (high & low)? If so, are they run in series or parallel? If in series, the other horn may be causing the problem.
