Atlanta to Chicago S70 1998

Many thanks to all who helped on my previous question about brakes & rotors.
I have had brembo rotors and friction tech carbon matalicpads on for about 500mi now. I also flushed the system with synthetic brake fluid. The pads had a tighter fit than the OEM pads, but no problems with squeeling.

Now down to the question;
My job is taking me from Atlanta to Chicago. I will probably be living in the Cook Co. area and will need a good mechanic.
Any suggestions will be appreciated.

Living in the south I have not payed attention to snow tire question so I have a few.
I do have standard 11" rotors on my car, but there is not a 1/2" clearance between the caliper and the rim. Is it possible to fit 15" Al wheels instead of steel as Volvo suggests?
Would I be better off buying 15" wheels or will 16" w/ with good snow work fine?

The car was ordered by a southern dealer and does not have heated seats.
Is it possible to add heated seats for a reasonable price?

Thx in advance.
