It could be either the motor is broken or the plastic arm of the linkage is broken. If the motor is OK, you should be able to hear the motor noise when you turn on or off the recirculation. I did that inside my garage with the car off and key in II position without starting the car.

If the plastic arm of the linkage is broken, you need to buy that part from the dealer and remove the glove compartment to replace it.
