boost gauge...what exactly is it measuring? 850 1997

I know it measures boost but, what is boost? Is the the "positive" pressure created by the turbo going into the intake? Is the sensor like a pressure gauge that sends out an electrical signal to the gauge? Where exactly is this sender located? I heard its measured in "bars". What is the conversion equation from psi to bars? Sorry for all the questions, but I'm trying to figure all this out.

Also, my stock boost gauge went only to about 3/4 of the way during wide open throttle. I know its not an accurate representation but is this normal for most cars? Does anyone have a gauge that pegs the needle at WOT? Just wondering...
