problem under 4000 rpms 850 1996

If I floor it from a stop in the first 5-10 minutes of running, it really seems to struggle off the line until about 4K rpms and then it takes off like a rocket. This is more than turbo lag. It almost misses (or just plain bogs) until the rpms get into the 4000 range. The boost seems to approach 10, go back and forth from 9-10 then shoot to 12 after 4K. After the car warms up, it's fine. Again, the colder the weather the worst it is.

Any idea what this could be? Is there something that would change at that rpm?

After the engine is hot, I'm still running 14.4 in the quarter.
