1994 850 - instrument lights not working 850

Problem is with a 1994 850.
When started when cold, and turning on the lights, all the instrument
lights stay off. After driving for a while (and things are warmer??)
one can stop, restart, and the instrument lights are fine. Dealer has
checked all the wiring, says it is fine. They suggest it may be the
dimmer solenoid/switch.

This actually began early last year, but then the problem completely
disappeared for several months. On a couple of occasions back then the
instruments lights also came back on as a result of hitting some rather
rough road for a few seconds.

Any ideas? Should we do the dimmer switch?
Or could it be a ground somewhere?
