A leaking turbo oil return line is very common and you might
want to check out this site for instructions:
http://volvospeed.com/Repair/turborepairline.htm
I think a new o-ring is under a buck and it is easy to fix.
A turbo model does not have a PCV valve (or flame-trap in
Volvo speak).
Turbo failures are rare enough that I would fix the return
line first if there are any signs it is leaking.
You might also consider a Volvo dealer. I bet they replace the
turbo return line o-rings all the time and can diagnose the
problem better then your 2 garages.
