Programming remote keyless entry V70-XC70 1999

Well, I got the eBay remote programmed into the car. Unfortunately, they didn't tell me that any remote they did not have on hand will not work anymore, and now my wife's remote doesn't work anymore. Dealer wants to be paid all over again to do the job right. They claim they have to pay Volvo $25 to use the programming software. Any truth to this?

Also, am I right in thinking that it is the service department's responsibility to warn me that any remotes they don't have on hand won't work anymore? How is the car owner supposed to know that? Especially when the service writer was telling me some nonsense about how a remote could only be programmed into the computer once. If that were the case, they would not have been able to re-enter the codes for the original remotes, so it would suggest that they would stay in memory.

I told the service writer that this was unacceptable. He is supposed to check again with the service manager, but I plan to pursue it up to the dealer principle if I have to.
