Engine not warming up! 850 1995

I recently bought a pre-owned 1995 850 GLT with 95k miles on it.
I immediately changed the oil, ATF, plugs, rotor & cap. It is pretty
cold here in the Northeast in the AM, but even after warming up the car
and driving my normal 20 minute commute to work, the temperature gauge
rarely ever gets one quarter of the way up. This car seems to be running
cold no matter how long I run it. Any thoughts as to get some more heat
in the cabin and to get the operating temp up?
