It's not a secret, you can buy the $6400 Volvo Scan Tool and read all the codes. (pre-1999) It's just not Dollar friendly. Volvo covers the cost for the car for 4 years 50K and after that the charge is on the customer for the diagnostics. Most independent shops have the Scan Tool and the shops that want to repair the 1999 and newer are going to spend money for the newer diagnostic tools, so your choices are not limited to the Dealer only, you can still go to an Independent. There is going to be a couple of years time lag before the independents can pick up former Dealer Technicians that know how to use the newer diagnostic equipment correctly. Most of the dealers I know are lucky to have 10-20% of their Technician up to speed and really any good at the newer diagnostics. The ones that have learned and are good are normally kept there by paying them well. But the days of diagnostics in the garage on the weekend have gotten a lot more technicial, and expensive.
