Why doesn't Volvo just lock the hood shut. Then charge $6,000 for a copy of the key. Anybody can buy one! Need to fill your washer fluid? Highly technical; better go to a specialist.

OBD-II was supposed to create a standard. Volvo is flouting that standard by following their own code set.
