Heater 855 96 ECC 850

My problem is that I cant get any heat in to my car. The thermostat is new and engine temp is ok. I checked the motors for the heat dampers and they are ok. The ECC lamps are not flashing. The only thing not working is
The speedometer. If I rev up the engine to 3500-4000 rpm it blows more heat but I cant drive like that.
Why cant I get heat ? Do I need a circulation motor to get more circulation in the heater radiator ?

It is –20 Celsius outside.
