Transmission hangs in low when cold 850 1994

At 134,000 The transmission started hanging in low gear when cold. In order to get it to upshift, I let off the gas, put into neutral then back into drive. After warming up about 5 minutes everything is fine.

I drained tranny fluid and replaced but that didn't help.

Any suggestions?
