Transmission hangs in low when cold 850 1994

It is my understanding that the automatic transmission will
hold lower gears a bit longer when cold to speed up the
process of warming up the engine (quick warmup is mostly
for emission controls). Others have noticed and reported
this, too. But, I think it would be hard for most to notice
this and if it is a recent change (other then the weather)
then there might be some other problem.
