Air Pump Control Relay Question V70-XC70 1999

Does anyone know what controls the airpump relay? I am doing some troubleshooting on the airpump system and I found that there is always voltage present on the control relay solenoid terminals when the ignition is on. Is the fan supposed to turn off within a certain time after the engine is started and what sensor(s) control the power to the fan relay solenoid? I couldn't afford the zillion dollar electrical manual so I am hoping someone has been down the same road before. THANKS!
