Wether E-code headlights are legal or not depends on the state you live in. In Canada they are completely legal AFAIK. In the US it varies between states wether they are illegal, tolerated or fully legal.

But because E-code headlights have a very sharply defined beam with little or no 'stray' light shining upwards will they never be 'glaring' to other drivers (when set up properly), so will not 'stand out' for a policeman to notice. So getting 'caught' by the side of the road is not very likely.

If you have strict(ish) yearly checks where you live then you may need to put back the original headlight units once a year though to pass.

Try finding out the regulations on headlighs in your area..
