'ghosting' BATTERY LIGHT 850 1995

On my '95 850 Turbo, the battery light is dimly lit and glows brighter if I use anything that draws high power like the defroster or high beams.
Perhaps related, twice now, several days apart, the starter would not engage when I turned the ignition. I tried turning the key 5-10 times until the started engaged and the engine took off.

Are these problems related? Is this a starter or ignition switch problem?
