Lower front air dam on 850 Turbo 850 1996

This morning I back out of my driveway and the lower front air dam catches on some ice. I then put it in drive, now the black, plastic piece is wedged under the car. Spent 45 minutes trying to get it off. One side is broken and ripped off, the other is held on with one bolt. I tried 2 rachet sets and a universal tool and of course, nothing fit. Volvo loves to use standard sizes! So, it didn't come off, so I had to tie the broken end on with a piece of rope through the lower bumper with the fog lights. I should clarify, this is not the lower air dam/bumper piece, but the black, flimsy, plastic piece behind/under it. Two questions, is there any problem leaving it tied on with rope? Where is a good, cheap place to get a new one. It looks like I could install it myself.
