95 850 Wagon, center hood release won't open. 850 1995

My wife's car has a small problem...

I can pull the hood release handle in the car, and the hood pops, but when I try to use the small black handle in the center of the grille, it's not releaseing whatever is holding it closed in the center of the hood.

I need advice on how to open the hood, because her windshield sprayer jets have also stopped, and I need to (I think) change the "T" fittings for the windshield and headlight sprayers...

Any suggestions welcome,
