Almost Stalling and failed cruise control - related? 850 1994

I have two issues which I think might be related on my '94 850 Turbo

First: The cruise control doesn't work. It just never sets a speed, never accelerates, nothing.

Second: Often (especially when cold) the engine will feel like it is going to stall just as you begin to move from a stop (automatic transmission). It hasn't stalled (yet).

Also, I may be wrong, but it feels like the car has not nearly enough low-end power. I'm used to driving my '98 S70 T5-M so it may just be a model difference, but the low end on the 850 is just plain sluggish.
