BOV or no BOV w/ECU 850

I have a 1996 850 T5 with the TME exhaust and ECU. I run 0-60 in 5.96 and 14.44/101.47 in the quarter (40 degree, low humidity weather). Not too shabby and inline with what IPD says to expect. What I don't like is that boost stays around 10 psi under 4000 rpms, around 11 from 4-5000 rpms and then peaks at 13-13.5 after that up to redline. Interestingly, when the rpms cross the 4K mark, there is a BIG change in acceleration - almost like going from 3/4 throttle to full throttle.

My questions are:

Can a BOV help me increase the boost at the lower rpms?

Why are IPD's ECUs less than stellar below 4K rpms? Do they limit boost below that mark?

Or should I just be happy with what I have?
