Locked rear seatbelt V70-XC70 1998

After lowering the rear seats in our wagon to expand the cargo area, one of the seat belts locked in its fully retracted position and cannot be extracted. I did a brickboard search and found that this has happened to others because the plastic retraction stop button was missing. Our stop button is still in place. The belt is so tight that the seat back cannot be raised and locked into place. Is there a way to repair this myself, or should I take it to the dealer?
