Brakes S40-V40 2000

Lot a lot of other S40 owners, my rear brake pads wore out sooner than expected. At 18,000 miles, I had 2 mm remaining on the rear pads, and 5 mm remaining on the front pads (according to the dealer). The dealer replaced the rear pads for about $175 (American dollars). Ouch!

A couple questions:
1) At what thickness should the pads be replaced?
2) When I asked the service rep why the S40 rear pads wear out so quickly, he the pads used on the rear are not as thick as the pads used on the front. Sounds like bull to me.
3) How much should it cost to replace the pads?

Also, anyone know of a good Volvo mechanic in the Northern Virginia area? Or maybe at least recommend a good place to get the oil changed. My dealer charges $48 for the oil change.
