throttle valve adjustment . 850

It's factory preset and one isn't suppose to mess with it as there's no reason to, it doesn't adjust idle speed if that was your intention?

Anyway, the best way to adjust it now would be to remove the throttle base from the intake, back the screw off so you can see, feel the plate stick against the housing and turn the screw just enough so that it slightly raises the throttle off from where it was binding, maybe 1/4 turn? The throttle plate should not stick at all in the housing when snapped back.
