replaced all my rotors, still have a pulsing noise 850 1994

I have a very noticeable pulsing (whup-whup-whup) noise that increases frequency as speed increases. It is especially noticeable when turning right (such as on the freeway offramp). I thought it was a warped rotor, but after replacing all of them it's still there. Searching here led me to check the CV boots, but those look okay. What I found when I checked those was that the boot on the driver side tie-rod seems to be torn. Would this be the cause? Another thing is when I lower the rear windows, the pulsing is *really* loud. What else might I check?
