cruise control 'down' doesn't work? 850

I have problem also with my cruise, also on 850 '96. It will set, maintain speed, accelerate and will also increase/decrease off of the control stalk BUT it won't decelerate if going downhill anymore, and speed will carry on increasing. Is this normal? I'm confused and dealers give conflicting advice. I would imagine problem you are experiencing is switch failure - to my knowledge the +/- switch is all electrical, no vacuum input.
