Are you sure he is talking about metal brackets? All shocks have a rubber upper shock mount. That mount should be replaced every time you replace shocks. The rubber mounts will sometimes break, but it is much more common on the fronts. A broken rubber shock/strut mount will usually make a clunk noise when you go over bumps.
