I agree with the technical assessment that when would expect high fields from the battery current only during ignition time - but this is not consistent with our own experience as well as our own messurement: I personally experienced significant dizzyness every time I drove a V 70, not just during ignition. After a 2-hour trip I felt under extreme mental stress and had a strong headache. This was about 2 years ago and well before(!) I had ever read anything about the problem. I had experinced something similiar in older Mercedes´ but not of this strength as in the V 70. We took measurements and found that the electromagnetic field was about 15-20 times (!) stronger than in almost any other car, e.g. than in the current Mercedes E-class. My suspicion is that the battery may contribute to the problem, but is not the only source of the problem. It may have more to do with the type of wires Volvo uses in the interior.
I personally would not accept to pay $ 200 to Volvo to fix the problem, and there is a growing community in Europe to force Volvo to solve the problem at the company´s expense, in particular since Volvo has admitted knowing about the problem since 1997 (!). (interesting tale is that I personally informed the CEO of Volvo in 1999...)
