Reading/clearing codes/S70 T-5 reliability S70 1998

What year did Volvo make a change where you can't read the computer codes? I'm looking at buying a 98 S70 T-5, and wonder if I can use an Actron scan tool (with OBDII cartridge) to read/clear the codes, or a similar tool. Also, I have heard that you need a separate tool to clear the service lights, is that true? Anything to watch out for on used S70 T-5's? (heard about the wiring harness, light bulbs burning out, ABS brake module problems, early pad/rotor wear).
