Can't turn off TRACS 850 1996

I've reviewed some of the posts on TRACS and wondered if someone could tell me why my "TRACS OFF" light won't stay lit when I try to turn it off. Is it because I'm in the "slippery" ambient temperature range of -4 to +2 deg. C? My "TRACS OFF" light iluminates while the toggle switch is depressed, but goes out after the switch is released. Thanks for any help.
