Yes, that's the EGR controller above the fan and when I usually see that code, there's a split vacuum hose right nearby the controller, if not at the point where it's attached. Now, if you're sure the vacuum lines are OK (and vacuum is getting to the controller, not clogged), I'd suspect the controller. The OEM fuel manual gives details on how to check this and I don't have one here in front of me but you can order one from Volvos literature # by calling 800-25-volvo (Motronic 4.3 FI manual in the US). It might not exactly be inexpensive but if you're determined to diagnose your cars EFI problems, I'd highly recommend buying it. A OEM wiring manual for your car would also be a good idea.
