Checked manual..... 850 1995

The manual which even shows a vacuum and electrical diagram of the EGR controller, valve and ECU shows it for a turbo engine and it's the same as the non-turbo. I don't have an older turbo 850 here now to see if I can try to guess at what you're describing above but I'm now assuming that you're not checking the EGR controller but possibly something else like the Evap purge valve (perhaps?).
Follow the vacuum hose back from the EGR valve as it should go directly to the EGR controller (only). I can't imagine why your car would be different from what the OEM manual shows here.
