New brake rotors at 39,000 miles? S80

While doing 37,500 service on my car dealer informs me front pads are 95% worn and front rotors need to be replaced. About a $450 job. I'm told the rotors can't be ground because something has worn a groove in the rotor - "maybe a pebble or something." There has never been any indication of a brake problem at all.

Is this reasonable to have a rotor problem at under 40k? Is the explanation reasonable? Is this a warranty issue?
