Taking the ECU Plunge S70 2000

Was it Motor Trend or Car & Driver which had the stock 98 GLT (auto tranny) clocked at 7.5 seconds? With regards to the IPD ECU upgrade I believe the there would be an added 30-hp (40-hp with the exhaust). Anyway, I am curious about 2 things: (1) whether the IPD sport exhaust would be pleasantly louder or just louder, and (2) any noticeable difference in performance between the ECU upgrade alone compared to the ECU+exhaust combo. My other concern is in the annual inspection particularly emissions here in Massachusetts.
