remote keyless won't work 850 1993

My nearest Volvo dealer is 70 miles away, and only has service on weekdays, so it is about impossible to get something fixed.
Despite a new battery in the hand held transmitter, remote did not work. Someone here suggested disconnecting the car battery for 15 minutes, which I did while working on something else. Then I tried resetting the key transmitter by the usual method of turning the ignition on and off five times, leaving it on the fifth time, then pressing one button on the key transmitter.
No luck. The previous owner, my sister-in-law, says this used to work, but quit.

Any one have a good idea?

I take it the receiver is the thing in the center of the dash behind the windshield that glows red when I first lock the door with my key. All wires are connected to it.

Incidentally, I bought a used steering rack from Eurasia in Englewood CO, real pleased with price and service.
