Faulty seat heater thermostat? 850 1994

Okay, I replaced the heating element because the old one had a broken wire and burned a hole in the seat foam. Now, the heater doesn't seem to want to turn off. Even the element in the seatback which was not replaced seems hotter. The thermostat is in place and the wires are connected (otherwise I would have no heat at all). Is it common for a thermostat to go bad? Is there a way to check it? I am thinking about removing it from the car, putting it on a heating pad to see with my tester if the switch closes. Any other advice? Thanks in advance.
