Check Engine light V70-XC70

Car is a '98 V-70 AWD with 70,000 miles. Check engine light came on last fall. Local dealer checked codes. Indicated emissions air pump and check vale needed replacing. Self-test of air pump indicated OK - it ran. Shut light off and came on again after about 200 miles while car was being driven in city traffic under 45 mph. Replaced solenoid located under top of fan shroud. Light went out for 200 or so miles. During period of under 45 mph trips light came on. Code check indicated by-pass air so replaced air pump and check valve - pump full of water. Light stayed off for 200 miles and came on - again indicates by-pass air. Have checked relay, solenoid and by shorting the circuit the pump runs and blows lots of air through hose to check valve. What else needs to be checked or replaced when this same code comes on. I know the car should have cap and rotor. Also I have noticed oil in the large hose running from cooler to turbo.
