You're just guessing at two problems and by doing that w/o following proven diagnostic proceedures, you'll spend alot of wasted time and money yet probably not guess correctly. I've NEVER seen a clogged FI fuel filter, not even on very old 200s/700s with well over 150K miles when the filter was never replaced. The tanks on 700s and your car too is plastic so no rust those filters are huge, it'd take some serious dirt to actually clog one but it's first have to get past the inlet pickup screen in the tank, not too likely.

If not, you'll also probably get others to help you guess here too BUT for what it'll cost you to have it properly diagnosed (about 1 hours labor at the most) at a dealership or shop with experienced Volvo techs, you'ld be far better to pay that diagnostic time vs throwing non-returnable parts at it.
As for adding 134a from 1 lb cans, the system only holds 1.65 lbs and too much freon will cause the system to work just as poorly as too little. Unless it's empty to start with, you have no idea how much freon was there in the first place. If it was empty, you'll have to guess where to stop with the second can unless you're using a guage, then perhaps you can get close? That system works best with the correct charge however. It should first be recovered, then evacuated to remove moisture (critical with 134a) then the proper charge with dye added and leak tested.
