Rear ended. C70

My sister's '00 C70 got rear ended the other day. Nothing serious. Geico came out and offered to write a check to have the bumper "buffed out". But the rear bumper is not exactly lined up with the wheel wells. What needs to be replaced beneath or under the bumper? Is this a DIY job?
