How much dye for AC (yet another AC question)

Well, spring has come so the AC questions continue to come out.
Here is my latest:

Had AC re-charged and mechanic added two packs of dye. They said dye
comes pre-measured as 1 packet per pound of regrigerent. Car takes
1.6 lbs so they rounded up to two packs.

Would one have been enough? Mostly just wanted to know to pass on to
others (if you walk in and say use only one pack of dye for the 1.63 lb
charge I think it passes on the message you did your homework).
