OBDII for '95 855T?...Where to buy best OBDII Scanner 850 1995

Does the scanning tool, OBDII, work for my 1995 855T? I just noticed that there was a connector hidden below ashtray? I have been using the A and B boxes located at the right front of the engine. What does the scanning tool do that the A and B box doesn't? Where can I buy the OBDII scanner and for how much? Do I need a really good scanner, or are all of them the same? Do I need to buy one only for a Volvo? Thanks in advance.
