Air filter.. regular change part of service schedule?

Hi,

I just took my now out-of-warranty 1998 S70 to my regular mechaninc for simple service and maintenance. I was dealing with the Dealer while under warranty. I had the 73,000 and 80,000 km service done by the dealer. Both times they told me they had checked the cabin air filter. Today, my mechanic showed me a filthy, black, leaf encrusted filter in my car. He said that it looked to have 2 years worth of crud in it.

Question:- When you take your car into the Dealer's Service dept for scheduled maintenance, isn't the dealer supposed to complete all the items printed in the owner's manual for that time / distance? If the schedule says change cabin air filter... is that included in the service fee for the job "supposedly" rendered? When you ask a service shop, how much for the 75,000 KM service - I would assume the dealer would use Volvo's guide for what the 75,000 KM service is to include... right? I know it isn't a terribly expensive part, about $30 Cdn. It is the whole principal of paying for something that wasn't done or changed. With my regular mechanic, I am welcome to spend as much time in the service bay as I want - while the guys are working on it - ask questions and see the parts come off and back into the car. All of the dealer's work is done behind a secret " Employees only" door....

Any advice? Should I confront the dealer?
