headlight service bulletin? S40-V40

I thought I read here that there was a service bulletin on the headlight bulb burning out too soon problem. According to my service department there's no such bulletin for the 2000 S40. What's the real scoop? Does it only apply to 2001+ models? I hope not because I've had to replace 4 bulbs in 22.5k miles.
