Low boost 850

I was wondering what the stock boost guage will show on a stock 95 850t5? How far into the white bar should it get? Also I think that my car is not boosting as high as it should, as in at full throttle from a start it will go to the straight up position and then slowly work it's way up to only about 1/4 the way into the white bar. Even when it spikes at the shift it will get to just under 1/2 in the white and fall back down to the 1/4 mark until the next shift. What could I do to fix that? Is it bad vacuum lines, or is it clogged somewhere? (I just put a new air filter in it and that helped marginally.) It seemed to have just happened although maybe it was always boosting low and since it was only 20 to 30 degrees I didn't notice it until it warmed up to 60 - 70 in about a 3 day period (Minnesota weather, snow one day, two days later 70 degrees)

Any help would be greatly appreciated.
