The switch on the dash is most probably the switch for the rear fog light. It is a red light on the rear driver side, which is supposed to be used in foggy conditions to increase the visibility of your car from the rear.

Many have done this already, but the best option is probably a HID upgrade. Many kits now go for about $400 or less.
