Volvo 850 GLT Remote 850 1995

Hi guys, I know this issue was addressed previously , but I am having trouble programming my new remote for my 1995 Volvo GLT. My wife's remote works perfect, and I just bought a brand new one that is the exact duplicate of the old one which my wife uses daily. Even has the same numbers on the back.
I tried turning the key on and off 5 times like I have read here before, but that doesn't seem to work. Is there something I am missing? The production date of the car is May 1995.
Is the key thing only for 1994's?
