Blower Motor ??? V70-XC70 1998

The symptoms I have had are while sitting at a traffic light, the headlights dim and the RPM's go down and then back to normal, and repeat. Eventually the check engine light came on. The dealership says the code indicates a blower motor is shot. They said that the blower motor is used when the car is started on a cold day. Symptoms don't seem to match the problem but if that's what the codes says.

I like this car but the 98's seem to have way too many Mickey Mouse problems; blinkers, headlights, bubbling door panels, rear disc brakes, power door locks, etc.) All of this and only 40K miles. I usually keep my cars for as long as possible but this has me worried.
