Emissions air-pump fix $650?????? V70-XC70

My '98 v70 AWD has developed an occasional high-pitched whistle/whine from under the left side of the hood. The dealer says it's probably the emissions air-pump. Fix costs about $650. Does this sound right? Do I really need this pump?
Also the interior panel of my tailgate has broken loose....$110. This car came off warranty last November and I already have about $800 in repairs before these 2 things. About $1600 in repairs in the first 6 months since warranty ended. What's next?
