When to do an engine tune up? 850

Thanks for the advice guys. Just seems that the car doesn't have the power that it did when it was new. I'm guessing the plugs may need to be changed, being it has 39k of city driven miles. Will my dealer be able to put those high performance spark plugs, or will they just put OEM ones? How much will this cost me? I've replaced the spark plugs in my Dodge Ram when I owned it, but I don't think I want to mess with the Volvos engine.

BTW, also when I go to the dealer I'm going to switch to synthetic oil, get a stainless steel exhaust tip, get the rubber ball fixed in the rear suspension, and of course, get new spark plugs put in! :)
