Plate / cover under engine? V70-XC70 2001

Hello folks! While under my 2001 V70 (non-turbo) the other day to change its oil (oh, how I wish they used regular oil filters!), I noticed a provision for a panel that would cover the underside of the engine - about 6 bolt-holes. But, my car was not delivered with such a panel. Should it have been? What is the advantage to having it there? Thanks for any answers.
